Yes you are right! BUT if you don't install the cleats first the only way to get them on is by sliding them down the tracks! The Cleats are to big and when you try to trun them Verticaly to slide them in the tracks they wont fit into the tracks! Because they hit the rails of the cover! I think this is good because they are alot harder to steal! When you try to turn them from Horizontal to Vertical, like you would if you were trying to take them off. They hit the rails! So if you lock the tailgate, they would have to dismantle the hole cover to get to them! I supose you can just slid them through the ends of the tracks each time but if you have the extender this could become a hassle.. I hope you can understand this, it's alittle hard to explain.
