Well, believe it or not...I sent an email to the DMV and the Arkansas State Police and have already got a reply from both!

here is the AR law. Sounds like I'm ok to proceed!

27-36-214. Spot lamps, fog lamps, and auxiliary passing and driving lamps.
(a)(1) Spot Lamps. Any motor vehicle may be equipped with not more than two (2) spot lamps.
(2) Every lighted spot lamp shall be so aimed and used upon approaching another vehicle that no part of the high-intensity portion of the beam will be directed to the left of the prolongation of the extreme left side of the vehicle nor more than one hundred feet (100') ahead of the vehicle.

(b)(1) Fog Lamps. Any motor vehicle may be equipped with not more than two (2) fog lamps mounted on the front at a height not less than twelve inches (12") nor more than thirty inches (30") above the level surface upon which the vehicle stands.

(2) They shall be so aimed that when the vehicle is not loaded none of the high-intensity portion of the light to the left of the center of the vehicle shall, at a distance of twenty-five feet (25') ahead, project higher than a level of four inches (4") below the level of the center of the lamp from which it comes.

(3) Lighted fog lamps meeting these requirements may be used with lower headlamp beams as specified in § 27-36-210(b)(2).

(c)(1) Auxiliary Passing Lamps. Any motor vehicle may be equipped with not more than two (2) auxiliary passing lamps mounted on the front at a height not less than twenty-four inches (24") nor more than forty-two inches (42") above the level surface upon which the vehicle stands.

(2) The provisions of § 27-36-210 shall apply to any combination of headlamps and auxiliary passing lamps.

(d)(1) Auxiliary Driving Lamps. Any motor vehicle may be equipped with not more than two (2) auxiliary driving lamps mounted on the front at a height not less than sixteen inches (16") nor more than forty-two inches (42") above the level surface upon which the vehicle stands.
(2) The provisions of § 27-36-210 shall apply to any combination of headlamps and auxiliary driving lamps.

(e) Ornamental Light-emitting Diodes White Lights. No motor vehicle may be equipped with more than two (2) ornamental light-emitting diodes white lights mounted on the front of the vehicle.
