That statement is not true. If you have a quality detector and you pay attention to it, you will be warned in time of radar use.
Lidar is different, and you may have no warning. However, Lidar is a lot more restricted in capacity (read: very shallow angle required) which means you have a better chance of seeing the bugger anyway.

FWIW - I have gotten 2 speeding tickets in 12 years of driving. Both in NY. One with no protection, and one with a POS RMR Jammer/Detector (RMR is a total hoax and should be sued into oblivion, but that is for another thread).
I pretty much speed always on the highway, rarely in town, never in front of a school. Keep to those rules, and you will be fine too.
