As already posted, 12v only with key on, and if that's not working then you could be missing the relay, or blown the fuse...
The BCM probably has the BCM harness TSB performed which adds a small sub-harness containing fuses for left/right and brake....Those fuses are under the lower dash right by the steering column

I replaced the factory air in my tires with a Citrus scented air package...
Oh yeh....I replaced the screw that holds on the mirror with a trick black oxide one that nobody will see or care about...
