I know state laws vary, but sounds like harrassment to me. 'Let me look in your car for no particular reason or I'll detain you here all afternoon.'
And what about when cops ask (again, based on nothing in particular) 'got any guns, drugs, hand grenades in your car?', you say 'No?!' and they ask 'mind if I look?' When is it your right to tell them to FO and go away? You stopped me for speed, you gave me a ticket. Am I under arrest for something or what?

I'm pretty sure any LEO has the right to search your vehicle if they have probable cause ( which pulling you over for speeding ) would be it.
