There is a TSB out there for the evap drain through the firewall. Ask them about that. Shouldn't be anything to do with the fan really, and it probably was there before. The hose is either too short or gets kinked on the evap drain and that causes the drain from the evap to drain water down inside the passenger side and gets the carpet all nasty and musty.

That fan looks like they did a cheapo fix on trying to keep water out instead of what the TSB states for them to do. I would look up the TSB and find out if that is allowed. I think they charged a fan fix and just rigged it the way they think it should be.
