Most of the 50 states have vehicle laws that make the 'blue' lights on the front of any vehicle illegal (actually, ANY color light such as the blue lights you see under a vehicle and hood lights etc. are not legal). Some states just enforce the rules more than others. It's really just the discretion of the officer if he or she wants to stop you for it or not. Federal and state law basically states that other than amber (parking lights) and white headlights, any other color is illegal for safety reasons on the front of vehicle. In Maryland, it's a $50.00 fine.
