1BadTitan: He modified that one from a ford. It came in two pieces (front and back) and you remove the factory material to the metal wheel. Use foam to fill in between the two pieces and epoxy the front and back together. Use a little filler to smooth and then paint and cover the rest of the wheel in material.

He just smoothed them down and used a "plastic promoter" before he sprayed the primer. Primed, based, and cleared. One thing to pay attention to is the clips on the backside. When painted, it will show a ding (looks like a small hail dent) on the painted plastic. This is from the clip that holds the piece. Whoever paints it, make sure he smooths off the plastic and puts a "fake" clear on so he can use a plastic filler to smooth off the dent from the clip.
