It's a lot more expensive, but the more LED used, the better. If he's (you) aren't planning on having an actual lightbar of any kind, I wouldn't mess with strobes at all. Why? Because of the following:
**You have to drill (usually 1") a hole in your light and have to seal it well to keep out moisture. Not a huge deal, but a PITA if he gets rid of the truck
**about 98% of strobes need a seperate power supply, just add's to cost and wiring.
**strobes do burn out and fail (not as much as halogen, but more so than led)
I haven't done anything to the Titan, but have had emergency lights on several other vehicles and still work for a fire department where we replace haologen and strobe bulbs constantly, but never mess with the LED's.
check galls.com for some idea's, then search on ebay... they don't allow red or blue to be sold, but if you find what you like, email the seller as most will arrange the proper color's.
PM me if you have some more questions....

I like the the leds too but I havent had any probs with my strobes and I have had them for almost 2 years and probably use them way more than any police of fireman. They are on almost every day all day. I can leave them on for over 5 hours without starting the truck without running the batt. down. Cant say that for a light bar with motorized flashers thats for sure. You do not have to seal the lights after the install. Any moisture that gets in is very quickly burned off by the lights once turned on. But it is always better to drill the best hole and seal if you want. I just have a rubber foam washer to seal them. It took about 4 hours to install the 4 corner flashers and about 3 hours for the ones in the grill and back window.
