Hmmmm that’s the wheel well cover…is supposed to get dirty….undo that little screw and pull it back you will find a small try where you can install the ballasts zip tie real good; and secure that plastic again

See….you should have been more specific about your question…. I run HID’s on my lows and fogs and both ballasts are installed on that little tray behind the wheel well

Well the ballast are up fairly high I'm hoping it will be high enough. I know I had a problem with the ones in my civic getting wet but that was only when you went through the car wash that sprayed the under carriage
