get yourself a DA sander and go at it with 120 grit to take the shine away. Follow that with 320, 600, 1000 ...primer, primer, wetsand, paint, paint, paint, clear, clear, clear, clear, wetsand compound, polish, wax
I didnt bother clearing my front bumper after doing those steps(i stopped at the end of painting) and its been like that for a couple months now with no problems at all.
I'm getting ready to paint my chrome bumpers black, but I'll be using the Dupli-color bed liner. It sticks well, holds up well, and looks great. Another good thing about it is with its texture, it hides minor imperfections quite well. I've already used it on my wheels.
Make sure you use Etching Primer on the metal after sanding. Keep us updated on your work!

The upper grille, I just sanded it and primed it like 3 times wet sanded and painted it I used DUPLICOLOR all the way "Prime, Color, and Clear". It came out good I liked it, I will post pictures tomorrow. I am going to start on the bumper tomorrow morning as well as the head lights.

I just got a quote from a local powder coating company and it was $225 for the front and rear bumper to pc them black. I would go with powder coating or maybe even a bedliner material over regular paint.
