I thought it was unusual to see a buck in "hard horn" this time of year also. No way in hell he has already grown a new set and shed velvet. He's probably just an odd ball and has held onto his antlers a little longer than most. It is a fact the further South you go the bucks will keep their antlers longer. Also the rut occurs later the further South you go. It's not unusual for Texas, South Florida, etc deer to rut into late January or later, wheras our rut "usually" occurs around the middle of November.
Most of our bucks drop antlers in mid February. In fact I have seen a few bucks with new antler growth already. Of course you have to look really hard to see anything.
