He still doesn't get it, another government program is not the answer.
We need private sector jobs, where something of value is produced.

It sounds to me like an extra level of bureaucracy, and the creation of ridiculous standards for menial labor that would force people to go to college to get even the most basic job. I dont see how this helps.

I'm guessing you left out capital gains income and taxes. Income of the truly rich is based on capital gains.
