actually, a cowl hood has a scoop that is closed on the front and has an opening at the back next to the cowl, the area at the bottom of the windshield, typically where the wipers set, hence the name. there way it gets air into the engine is the air that passes over the cowl and hits the windshield typically creates little disturbance and flows over the roof. however, if you put something in the way to disturb this flow; read cowl scoop, the low pressure created will flow into the cowl opening which is usually on older cars directed into the carb.
