Next time you change your brakes, get ceramic brake pads. Little to no break dust at all and they work the same maybe even better, but thats my opinion. I use them, I LOVE EM!
Nothing is amazing at removing brake dust, regular soap (like simple green) will work but you are going to need a brush.
If you can find it, BB Brute Cream Cleaner is pretty good stuff. It is actually a bathroom cleaner, but works surprisingly well on brake dust for whatever reason.
I'll echo the simple green with a brush for the wheel. I had a Bronco that was plagued with brake dust on the front wheels. The only way to get them sparkling again was with the simple green and .25 oz of elbow grease. The elbow grease is located down the aisle from the blinker fluid and cross drilled brake lines in the auto parts store, by the way.

I just use what ever commercial car wash concentrate I have on hand, with some water and a soft sponge. Works well for me.

If you're talking about a factory wheel...I clean my '07 SE factory wheels with a "NON" acid airconditioning coil cleaner. It doesn't react with the plastic coating,and cleans the inside wheel clean enough to eat off of.
Application:
1. Mix one part NON ACID COIL CLEANER with 3 parts water in a spray bottle
2. Rinse wheel with water and do not do in direct sunlight (never spray products on wheels in direct sunlight...UV reaction)
3. Spray liberally on wheels and count 30 - 45 seconds
4. Rinse
5. Repeat if really bad
6. Bond is broken ....wash by hand using mit and soft bristle wheel brush...Dry with leaf blower

I use Shout it seems to work better than Simple Green. Shout also works well on white letter tires and in the engine area. You still have to rub a little for the wheels and tires.
If it's the OEM wheels, call me crazy, but I have used 0000 steel wool and spray detailer with great results. As a bonus, it removes light scratches too!
The idea was reccomended to me by a co worker who refinishes high end furniture on the side... Here's the stuff I have:

The funny thing is, it actually worked! This steel wool is sooooo fine, it feels like cotton gauze. It even took off all the overspray I had on the wheels too!
