adjusting cables on tailgate

Is there a way to adjust the cables on the tailgate, it seems one is always tighter than the other?

No, never heard of that being done or needed, except for beat up work trucks with bent tailgates. Step back 40 foot or so, and look carefully to see any twist to bed. Doubt you will see any, but start with that.

Also, a very busy thread started yesterday, concerning the bolts coming loose, that hold the cablle. Check them, use some Blue Loc-Tite to ensure they don't loosen up in future.

They are all like that. The cables are the same length but one always seems tighter than the other. The cables are not what is holding the tail gate up, it's a last resort safety thing.
