This is the best and most effective way to deal with garbage like the guy that did the hit and run. I agree that the criminal court system isn't really going to do anything that would "bring the justice" you are looking for. Screw up his credit. Make sure he can't buy that new car, or that new home in the near future. This is the only way to deal with the smegma that we have to face nowadays.
