z3axv is right the dump truck is being remotely controlled by the van following it. This is a test of a new wall design obviously its meant to stop things in its tracks and still stand ready for another blow.

They also have retractable pillars that come out of the ground. They are used at the White House and were used on Extreme Makeovers Home Edition. They will also stop a semi.
