TSB for fuel filling problem?

If you go to http://www.nissanhelp.com/Bulletins/Titan/2004/3.htm and go to Service Bulletin Num : 03099 it says:
Component: FUEL SYSTEM, GASOLINE: STORAGE: TANK ASSEMBLY
Summary: ESSENTIAL TOOL J-46536 FUEL TANK LOCK RING WRENCH

but you can't click on view document. My Nissan build date is August and they issused this in Oct, so maybe this "Fuel Tank Lock Ring Wrench" is the answer to my fuel filling problems, but I can't tell cause I can't view the document!

Don't get your hopes up yet...did you read the bulletin date correctly:

I know at certain gas stations mine will not fill with the pump maxed out. It will run for like 30sec then spray fuel back up and all over the side of my truck. I have been just avoiding those stations. If this is a problem on other trucks then I would love to get the fix.
