I can tell you this, one Fared in a lot of capacitence. Capacitors (usually measured in Micro-Fareds) are sized for the electrical job requiered of them, you design a circut that requies "X" amount of capacitence, and that's what you use.
"16 volt rating, 20 surge" sounds like a component designed to normally take 16 volts, but can survive surges up to 20 volts...
No the real question....what the heck do you think you need a capacitor for?
