Oil change help

Just drained the engine oil to do a change. I popped off the filler cap and it looks like there is still a piece on the inside. What am I missing? I won"t take any oil. Thanks

O.K This is a two piece cap. I guess they made it this way so you can"t overtighten. Cheers and Happy New Year.

The black filler cap unscrews and it's on the passenger side of the engine.
