A little mis-conception here...bump steer is when the toe-in changes during the suspension travel, you usually feel it not in the steering wheel, but the veh will dart to the left or right as you hit bumps, and potholes. A steering stabilizer will not correct bump steer, it's in the geometry of the front suspension, and steering.
When you put on taller tires, the tires gain leverage on the steering linkage, so now when you hit things, the steering wheel wants to get jerked out of your hand.
