I had the brake fix done already then I had some issues with them a while back and the dealer turned the rear rotor's. Well now I'm having squealing brakes again and the dealer told me that the pads are not covered! I thought that we are covered all the way around on our brake's for 60,000 miles I have 31,600 on mine.

Is it just the pads? Not the rotors? If they're squeaking, just get some brake squeak lube and take care of it. If they are worn down and need to be replaced, I expect it's just a wear item and it's the owner's responsibility. Normal wear items are not covered under warranty unless they are damaged by a mechanical problem or defect.
