I think the 08's were available in October, so 13,000 in 5 or 6 months is possible. There are a couple reasons why this could be on a used lot. It could be a repo, someone could have traded up quickly (mpg, needed bigger), and of course some negative reasons. Lemon trade, insurance repurchase, flood car, just to name a few. In this day and age Carfax is your friend. Many dealers will offer a free report before you buy. If not, they are not that expensive compared to the cost of getting a bad truck. Between Carfax, KBB.com, and NADA you should be able to find all the info you need. Sometimes it's even good to visit sites like auto trader or car finder to find out what similar vehicles in your area are selling for. Print out everything you find on line and bring it with you when you negotiate the price, dealers love that.
