Have a ?

My question is and I hope somebody can help me figure it out, but my truck when accelerating with throttle about 3/4 pressed from a speed of 25+ miles will pause at about 3000 RPM's and fluctuates up and down between RPM's at about 50+ mph not going anywhere as if it is starving for air and is just stuck at that range... until I put it to the floor and it down shifts and accelerates like a beast!!! I have a Volant Intake as you can see from my mods but haven't installed the throttle spacer yet. Is this normal? Is it just a dead spot or is there something I should have checked!
