Need Some Ebay Advice

I have another shot at getting my eclipse Navigation Unit. However the seller in in Romania. He is sending me some paperwork about how my purchases are insured through ebay.

He told me that
"I have deposited $20,000 as purchase protection in an eBay
managed account. I am not able to withdraw any money from this account
while there are any possible refund requests (60 days since the last
transaction)"

This make sense to anyone?

I have never purchased anything from another country through ebay. I have always felt that if the price was too good to be true it probably is but im tempted to get this item because I could never afford it any other way.

Thanks for everyone help I feel dumb when it comes to this stuff.

I have been selling on eBay since 1997 and have not heard of anything like that (not saying it is not possible, just that I have heard of such a thing). What forms of payment will he accept? Just asking because I almost bought a bunch of palm pilots on eBay last year to resell from a seller in England and luckily figured out that it was a fradulent sale. The only form of payment that they would accept was a wire (I found out that there would be no recourse on this type of transaction). If they will accept Paypal that will give you a bit of security (If you do not get what you order you can file a complaint with Paypal and they will investigate and get your money back). Do not do it!!!! It is a scam because I was going to buy some rims from a guy in Russia and it was a scam. It took 2 month to get my money back.

Sounds like an escrow account or something like that (possibly). I'd hold off if it was me. Most of the escrow companies are scams.

All of my purchases on Ebay are thru Paypal. I really won't have it any other way. I have bought some different things ranging from $50 to $1500 and only used Paypal.

Yep, sounds sketchy. I only buy from American Ebay Stores with very high feedback scores (98%+), even then I've had problems. And I only use PayPal.

He had all positive feedbacks but not very many only a few. He did accept Paypal and through Palpal I would would use credit to double insure.

BTW I decided against the AVN2454 because it only has .8 V preouts and would cost an additional $300 for the US Navigation CD! I can't believe a company like eclipse would do this! Their new model has 5V preouts. Looking at other options. This guy is selling a couple other Nav Units also.

If he only has a few feedback then they might not be acurate, there are many scams going were they will sell a few real items to get a few positive feedback and then scam a bunch of people on higher dollar items.

I was thinking the same thing, after I found out about the .8V pre-out on the unit though I no longer want it, not to mention I would have to pay $300 for the Navigation CD!

Something is not right. They have been a member since 2003 and have 4 feedbacks, all from sellers and now all of a sudden have 16 items for sale. If they have sold very much they would have feedback from buyers. If they don't sell very much why would you deposit $20,000 you can't get to?

I have been a seller since 2003 also and never sold anything lol.

Thanks for everyone who is looking out fo rme here also. My Buddy is telling me there is some way to get insurance for like $10.
