This may be a dumb question, but how does it work if a state's law says little or no tint all the way around and the factory tint is 18% in the back?

Federal guidelines by which most states base their window tint regulations allow for rear passenger windows and the rear window to be tinted provided that the vehicle is equipped with dual outside mirror measuring something like 64 square inches in size or greater.
I fought a case where a local cop pulled me over with my 240SX and was to have me scrape the tint off, but I declined. Being accused of being a smart *** and disobeying an officer and almost getting a ride to the station, I had to be diplomatic in stating that by scraping off the tint denied my right to have my case heard before a judge where a ticket was begrudgingly written.
In that day in court, I argued that selective enforcement of the law was applied in my case and provided evidence that all the Dodge Caravans sold at the time, were all in violation of the state law as the side mirrors were about 10 square inches less than allowed according to the federal guidelines that the state law referenced.
So my proposal to the judge was that either the state of Wisconsin file suit with Chrysler corporation to make all the Caravan's in compliance with the state law, or allow me to keep my rear window tint as I had dual mirrors. In turn I agreed to take the tint off the driver and front passenger window, which was ruled as acceptable.
