That cowl was driving me insane too. I don't know if this will work, but I may have found a fix by accident. I applied tire black to my tires. The wind kicked some if it on my OEM running boards on the rear cap. It turned it back to that new shiny black. After I noticed, I sprayed some into a rag and applied it I my mirror backs and voila! They look brand new! Now, I do the mirrors and running boards. It doesn't make them slick like armor all either. I haven't done the cowl and to be honest, it may be too far gone anyway.
