But if they are just standard incandesent lights, I would expect them to be very dim, not off completely. I guess the amp reading is the only way to know.
I'm a bet perplexed about them not being dimly lit as well.

Will it work if you make the circuit with only 1 light? NO, tried that before I even hooked up the second light.
How about the existing cargo light, what happens to it while you are grounding your new setup? Does it get dim? Cargo light stays as bright as can be the entire time, never dims.
I guess what I am saying is that we need a diagram of exactly what you did with the wires (the write up sounds fine, but maybe I am missing something).

Static? Meaning without the engine running? No, not necessarily. 12.3 isn't bad. Ok, so it's not your ground more than likely. I think you may have a problem with the scotchlok where you tapped. I don't think you've made good contact there. Only a very small contact, so you're new run can't get the power it needs to even dimly light the bulbs. With good contact at that point I don't think you should have problems, even without going the relay route.

Ok, I was skeptical of using that "scotchlok" to begin with. I had three people recommend that way though. I won't get to work on it tomorrow, as I'll be driving 250 miles to my parents house for the long weekend. I should have time on Friday to do it the correct way and splice in/solder my connection there. I will see what happens then and post results.
Here is this just for reference. I greyed out the section that I DO NOT HAVE, which I am trying to mimick. Note that the factory rear cargo lamps are grounded to (E9, E15, and E24). If you look at the second image, the factory taillights are also grounded to (E9, E15, and E24).
This tells me that if I just ground to the taillights, I should be fine, correct? I would have a replica of the factory configuration.

Why yes, it is. There are a few trails there on privately owned ground that a friend of mine owns. Alot of my friends are into Jeeps so they've made some trails there. When I say Jeeps, I mean old ratty woods beater Jeeps though. Nothing fancy. One kid does have a 98 4cyl Wrangler with ALOT of stuff though, f/r lockers, winch, 35's, 4" lift, warn bumpers with spare tire carrier, etc...
This ground also connects with alot of government land too. There are miles of trails there that were originally made by ATV's that have been widened for Jeeps. It's enter at your own risk though. I guess they (gov'mt) have been patrolling it and supposedly even installed trail camera's to collect photo evidence.
I stay off the gov'mt ground with my truck though.
warrior, i'm not sure if this will help you but there is another splice point (i didn't look at all the supplied schematics) that is used in conjunction with the 3rd brake light on my overhead racks. you can pop the grommets (if you have them) out of your side bed and there should be a wiring harness there.. i'm not sure if the 3rd brake light on the racks has the 2 cargo lights on the back though... if you want i can fax you the info for installing the electrical components for the overhead racks... or scan them and e-mail.. let me know if you'd think that would be helpful.
Just out of curiosity, you did check to make sure the power on the green wire turns on and off with the switch right??
I know it is a stupid question, but it is nice to make sure that you have the correct wires.
If it does, than you must have a bad connection somewhere!! Also, in the automotive industry, the black is usually ground, it shouldn't make a difference when wiring bulbs, but you never know!! You might want to try switching the wires on the cargo lamp!
