DOT released a ruling just a few weeks ago, saying all AM HID are illegal, since the optics are not appropiate design - summary from a news article.

The shop i work at had to quit selling aftermarket H.I.D. kits 6-7 years ago. They have been illegal since then where i live.

I know Roy is championing the D2R bulbs and I must say that for the good and public safety of everyone around them, they are probably the best bulbs to use for the Titan. Having said that, at the end of the day, it is still illegal to install any type of HID kits in the Titan.

None of these HID conversion are DOT approved for the types of headlight housings we have available.

If an aftermarket company were to design a proper HID compliant projector headlight for the Titan alongside with the actual wiring and HID kit itself. They would have to invest the $ in testing and getting the headlight and kit DOT approved. That is the only way to be 100% legal.

If someone in their garage fabs up their own kit to look just as good as something that a big name company can produce, that is great. I bet it would look and be made better. However that kit is still technically illegal as it is not DOT approved.

it's illegal, the question is, it it enforced.

I have illegal lights, illegal tint, illegal exhaust volume.

Never gotten a ticket for any of it though. Although I know my loud exhaust vicariously got me a speeding ticket (cop heard me coming, pulled over, pulled out his laser gun...and busted me)

Usually, tickets get written for this type of thing because:

1. Cop hates you, cause you're an azzhat..and he is looking to let you know it. (see: people with HID aimed way too high, or people who tell off cop for giving speeding ticket, etc.)
2. Cop hates world, and you are unfortunate victim. (everybody has those days...cops are no different)
3. Cop has nothing to do...and you are unfortunate victim. (warning, if you live in a yuppee suburb...this likely pertains to you)
4. Locally, cops decided to step up enforcement of car modification laws. (see also #3).

At the end of the day it's all about:

Probably depends on the state. A couple of years ago a member
on another forum had his truck rejected because it had PIAA
bulbs that were not approved.
