Bed stake hole covers

Do the plastic covers over the stake holes pop out or have to be cut out? I dont mind cutting just want to be sure before I do so.

Cut with a utility knife.

If I remember right, BECAREFUL not to scratch the paint under them. I think the covers are a bit bigger than the holes.
