I have found an alternate to true HID's for the fog light. Only drawback is that they are APC brand which i'm not to fond of.jcwhitney has the 881 in zenon that the fogs uses. I ordered them last week , haven't received them as yet. When they get here I'll update you on the improvements over the stock halogens. i think they were $18. or so. Cheap alternative to true Hid's

Ok this bulb has a claimed output of 37.5 watts same as stock. Do you still think there will be a problem with scatter?
IF, and I mean IF this bulb indeed draws the same watts as a stock bulb there is no way this will be brighter. Honestly, if the fix was this easy, and you could get the same output from the same draw then they WOULD come from the factory like this since it would be a very desirable option (for lowbeams anyway).
Another point would be that Fog lights are for FOG...yellow light will do the best. You don't really want whiter lights in there because it will reduce their effectiveness. And, if you are actually putting driving lights into a fog housing, regardless of the draw, you will get scatter. The lens is only designed for a specific purpose.

The Titan lights in the bumper are fog lights, and they're made for a wide/low beam. True, they are not amber bulbs, but the pattern is a fog light pattern. And the stock fog lights do look kind of yellow/amber compared to Silverstars or HIDs. Putting zenon bulbs of the same wattage is not going to be brighter, but I think it will give the HID look, but the scatter is going to be an issue.
I have the Silverstar low beams, and even though they look cool, and sort of like an HID headlight, I'm not convinced they are any brighter than stock, just blue-er. I should have put only one in, and compared them at night.
The Silverstar headlight and the stock fog light does provide ample lighting at nigth. Cool blue up top and out in the distance, and the low, wide yellowish beam down low. A nice mix.
Never been fond of APC either. Interested in hearing how you feel they perform.

Well got the bulbs in today and was about to install when I realised that the owners manual is wrong about the number of the fog bulb. It stated it's an 881 bulb and thats what I ordered but when I took the old bulb out( very easy) it was a GE #899, so I sent it back by mail today in exchange for a 899 pair. Now the connector is the same but it wont fit in the housing. I did hook it up and turn the lights on and it was brighter but then with a blue tint, but it wasn't in the housing so I could'nt get an accurate comparison. Will update you guys in about 10days when they recieve mine and ship me another pair.

The APC bulbs are a great bulb. I have ran them on all my previous vehicles. My F250(TRADED) looked great with them, my 01 Mustang Bullitt(TRADED) and my 03 F150(TOTALED) all had them, for fog lights and headlights.
My friend had a problem with one set burning out after about 9 months, but the others worked great!
