Unhappy Whats with performance chips?

I am having trouble trying to figure out how you can get extra horsepower and tourqe out of a 2 or 3 hundred dollar chip. If it was that easy why dont the manufacturers do it it sounds like cheap power to me? I can sort of understand the intake and echaust mods as the mfg. wants to keep the noise down to satisfy the most amount of customers but this "chip " business has me bugged. If indeed you can get extra power from a "chip" what is the downside? In my experiance nothing is free.
Thanks

it advances the timing curve and changes the shifting points. It also takes away the stock 115 MPH top end limit.......Trust me they work really good, you just have to make sure your not buying the resistor type ones that just makes the engine think its getting more air....that one does not work...
