Nissan Consult 2 or 3, UpRev Cipher, Autoengineuity, and possibly a program called Blastz can do the Timing Advance. So generally speaking, normal OBDII/CAN Scanners cannot do it. Few have broken into Nissan ECU code to write to it, many can read it.
If he is asking, almost definetly, he cannot.
