That's NOT the brake harness. it's the OBD II connector for diagnostics...Where you would plug your scanner into...

That's the OBDII connector!!!! Isn't the brake controller on the left (opposite) side?
It looks as though someone already had a brake controller hooked up on the truck and the brake controller harness is hanging below the OBD II plug..
As to the OP get the Plug and Play harness from an RV store with your brake controller and you will find the connector, cause it will be the only one you can plug it in too.

Ah......the black arrow disappears unless you look real hard. Plus with the scratches and holes it was kind of misleading.
Thats prolly what they had screwed into the dash part huh?
Thanks for the replies. I'm guessing the previous owner had a brake controller mounted where the holes are now on the panel. And that little plug was connected to the brake controller. I was hoping that someone could identify which brake controller it was. That would make it easy for me to just get the same one- as long as it was a good one!
