extra bracket on 08 when installing hitch

Took off my 05 hitch and went to install it on the 08, but there was already a bracket mounted in that location. The bracket is identical to the mount on the hitch but it also has another bracket attached to the inner part of it with two more bolts for a total of 5 per side. I removed it and used the bolts that were on it to attach my 05 hitch, the bolts looked the same just newer. My question is has anyone bought a 08 hitch and does it have the extra 2 bolts per side. Or has anyone with 08 bt looked under theirs to see if it's like this. I'm not sure why the factory put those brackets on, since that is like 1/2 of the hitch. Also anyone no where I can get the blue relay online for cheaper than $27? Thanks

I remember reading on here that the brackets were probably put on there for shipping, at least that was the conclusion everyone cam to.

i ran into the same problem...i guess i'll just take of the brackets...they look like tie downs from the factory.

Remove the brackets and install the hitch... They are factory tie downs and unless you plan on shipping your truck somewhere.
