So I have a PRG Leveling kit with 2.5"up front and 1.5" in the back. I currently running a 33x12.50 with a stock 8" wheel. So question is can I run a 35x12.50 with the same wheel and make it fit with a PITCH WELD for no rubbing?

Not likely. The Titan sits down over the tires a good bit stock, and both the rear part of the wheel well and the frame rail can rub with 35s and less than 4-6" lift.
