The fogs won't help. Just adjust the headlamps up a little bit. There's a "how to" here somewhere. Did you notice this wit hthe stock bulbs? Maybe the new ones aren't as bright as you thought?

Start out with it on a level, dark street and move them both up about a 1/4 turn at a time. Get back in a see what you think. To equalize them (get them both at the same level) shine them on your garage door and adjust the lower one to the height of the higher one. IIRC, the adjustment nut is 8mm.
Edit: And don't overdo it. You still need your high beams to be functional, and not airplane search lights.

The 08s are already leveled compared to previous model years. The front sits higher now (wondering how it'll sit when I tow now). HIDs can take care of a lot of sight problems. I have some concerns about that & staying with the
Silverstar Ultras for now.
