Bumper need help!!

Im installing the chrome bumper on my SE. Do I install the bumper ends on the bumper first or after I mount the bumper chrome?

Here's a diagram and steps. it's listed as removal but installation is reverse order.
Do the bumper first than the bumper end caps.
Added 2nd chart, how to read the diagram.
