do these power chips really work?

What it does is trick your computer into thinking the air it's sucking in is colder than it is. So it fattens up the air/fuel mixture. No you will not get an extra 20hp.
You'd then want to get an MSD ignition controler and blaster coil to burn up that excess fuel. And a new K&N intake along with a new throttle body to allow more air intake.

I have done all of that on my Dakota and it did smooth out the idle and made the throttle more responsive. But I seriously doubt it added 20hp.

However in the long run it just caused more problems than it was worth. I recently failed a trip through DEQ because of those two devices. So I removed them and was left with a nasty engine knock.

not too sure about this one, but most of them are just resistors that tell the ecu that the the air is colder than it actually is, when the ecu recieves this info it increases the amount of fuel (colder air is more dense so a greater amount of fuel is needed for the perfect fuel to air ratio). But as we all know in combustion engines if you incease fuel you have to increase air or ACTUALLY make the air cooler, you cant just pump more fuel in and gain HP. It also states up to 20 HP, up to means it could be a zero or a negative gain. Dont waste the money, even if it is only 25 bucks

Consider doing a search. It's been covered several time. The short answer is NO, THIS DOES NOT WORK. If you question the advice, do the search and then decide if further discussion is warranted. It's junk.
