i am having a problem with this whinning in the engine. It either happens at start up and doesn't go away until it is warmed up and sometimes it doesn't go away at all not matter how warm the engine gets. It seems that the whine is from the engine. Has anybody else had this problem? if so what did you do to fix it. i was at the dealer getting an oil change and the service manager noticed it as well. He is not really sure about it but he thinks it might be the idler pulley or tensioner. well chime please for any help on this matter.

Could be any moving part, probably a pulley bearing. Though it can also be a loose vacuum/air line or a hole in such.

Does it remain constant or does it change with rpm/load?

it changes with the rpm you only hear it when at start up and when traveling at lower speeds. It almost sounds like a gear whine but it is coming from the engine bay.

Just for the heck of it, lightly spray some water on the underside of the serpentine belt while it is running and making the noise. If the noise goes away immediately, replace the belt, if not, then it's some kind of bearing noise.
