In the #9 pic, the green circled mounting hole at the bottom of the front bumper is for the screw that secures the front part of the wheelwell splash shield to the bumper. The plastic wheelwells on the XE go all the way down to the bottom of the front bumper.

Could you also tell me what holds #7 together if you could see them on your XE? These holes are smaller than all the holes in #6 and I am curious if there are any gaps between the bumper and the fender so they don't rub together?
There are no gaps between the front bumper and fender on the XE's. #7 is held together by two 10mm bolt screws that screw into plastic push-in retainers that insert into the bumper hole. You can generally find these at the local hardware store or automotive parts place. However, if I were you, I'd use the correct OEM 10mm bolt screws and just get them from Nissan.
