I have a 09 titan 4x4 and i installed a rough country leveling kit and blisteins struts but now my truck is riding so stiff .. its there any way i can make it smoother

bilsteins and tall leveling kits means you probably have zero droop travel. ditch the leveling kit.

No. bilstein 5100's are the nicest riding shocks you can get without going to Fox, King, Icon, etc.

the tall leveling kit it stealing any droop travel you have.

agreed with everyone so far Bilstein 5100 on middle setting, best ride Ive had in a truck, even compared to fords dodges and chevs

Would you recommend the Bilstein's on middle perch with no lift at all? I'm not planning any lift but the ride could be improved a bit. Or should I just go the the 4600's?

4600s are worse than 5100s, the 5100s are best you can get without going to Coilovers. Just remove the leveling kit, and set the shocks at the middle perch if you are okay without the lift.
