How to Remove the Steering Column Cover

I have 2008 SE and have just started installing the factory fog light kit. I removed 3 screws from the bottom half of the steering column cover, but the cover still will not let go. The two halves are still firmly attached to one another. I tried gently prying with a screwdriver, but it clearly will not less loose without damage. Does anyone have any ideas? What am I missing.
