If the appropriate steps aren't taken to prepare the material for powdercoating, then it isn't going to last. I experienced this first hand with my N-Fab steps. All the welds have to be cleaned and slag removed, dipped in some type of chemical to clean the surface of any grease/oil, etc... I think the majority of MFG's probably follow the correct procedures, they just don't do a very good job at it.
As long as you have them PC'd by a respectable shop, you should have no problems.
