Here's how I did mine. You see the 10mm bolt under the front fender? Take the bolt out. Take your fender liner and pull it flush against the PWM and mark with a Sharpie where the hole lines up. I took my drill gun and drilled the same size hole as the 10mm bolt and than I reattached the bolt with the the fender liner and back to the original hole

Thanks for the tip.
I ended up pushing it back flush and push the original bottom screw through the plastic in the new location into the threaded keeper. Held great.
