Rust bubbling on box side

Hi Guys, I have four rust spots about 5/16" in diameter bubbling on the box side of my 2005. They run vertical directly above the wheel well on box. The spots are evenly spaced and appear to be spot welds from inside. Has anyone seen this or had it repaired? I had it to a body shop for estimate and they told me they wouldn't know how best to keep it from happening again. Anyone know if there is some sort of inner reinforcing bracket inside there? This bugs me as I keep my Titan clean and looking good. And I can't imagine letting it rust away with only 95000 mile on it.

Don't they use salt in Wisconsin?

This sounds like a bad repair to me, but it'll be rusting out soon enough anyway.

I use rust converter on my spots and it seems to have slowed it down a bit.
