^^ what he said. When running open headers, or a cutout, you want it as close to the header as possible to get the intended gains that you're shooting for.
Gains from open header are almost always all top end too.
^^^ ultimately, if you are running catless B Pipes, slap the cutouts right after the rear O2 sensors, before the catback pipes... That's the sweet spot to have full exhaust release, and it's going to be LOUD!!! :rofl:
