Top light in taillight

Doesn't look like it actually lights up unless I've missed something. Middle is reverse, bottom is blinker, what the hell is the top one..

I replaced mine with H11's from Ebay. No problems at all. In fact, have now changed all of my lamps up front, and no issues at all. So much Brighter than the old bulbs.
