Question I have a 2007 le with big tow when going down hill and you apply the brakes do they all shift down like your towing something and then you can tap the gas pedal and it coast is this normal?

Yep, that's normal. As I recall that is called the "Brake Assist" feature. It comes as part of the side air bag package.
